What Is the “Thrive” Millage Proposal?
The Library’s 10-year dedicated tax will renew at 11.1 mills. Households will pay the SAME millage under the Thrive Plan. This is not a new tax. The renewal is Revenue Neutral for taxpayers. They will be paying the same tax rate as approved by voters in 1995, 2005, and 2015.
What Will Happen to the Library Under the Thrive Proposal?
The Library retains a DEDICATED annual millage of 8.3 mills. This annual revenue is sufficient to continue all hours of operation at all locations for the next 10 years and to maintain a variety of Library programs, services, collections, and resources. From the annual millage, 2.8 mills will be re-allocated to Parish General Purposes to be applied annually to parish-wide infrastructure needs for the Storm Water Master Plan and Street Maintenance Projects.
The Library retains $60 million in Fund Balance, which preserves the Capital Improvements Plan and supports future operational and insurance needs. The Library will make a one-time re-allocation of $52.4 million from its Fund Balance which will be used to pay down Parish-Wide General Fund debt.
